Addressing New Psychoactive Substances: A Global Challenge With Diverse Legal Solutions

Authors : Lakhal Farid . Mezaad Brahim .

Abstract

The emergence of New psychoactive substances (NPS) is a global challenge. The ratification of three international drug conventions by nearly all countries has led Criminal Organisations to circumvent these conventions by designing substances that mimic the effects of controlled drugs while remaining outside existing international legal frameworks, these substances are called NPS. However, only 65 countries have implemented a structured response to address NPS, and the lack of a unified legal approach threatens the international narcotic control efforts and exposes the global population to health risks. This article provides a theoretical examination by shedding light on several concepts, including the definition, classification, and identification of NPS. Additionally, this study examines the range of legal responses worldwide and explores how to combine them for greater efficiency, drawing inspiration from the success of leading countries in mitigating associated risks.
