الملخص
تستعرض هذه الدراسة بشكل منهجي المبادرات الأكاديمية الرقمية في الجزائر، وتهدف إلى تقييم الأسس التقنية والتنظيمية، ومستوى التكامل والتنظيم، وكذلك تحديد الفرص والتحديات المرتبطة بتطوير بيئة وطنية جزائرية قوية ومستدامة للعلم المفتوح. تعتمد الدراسة على دمج عدة أساليب تقييم، تشمل مراجعة الوثائق، والتقييم التقني للبنية التحتية والمعايير، ومراجعة السياسات التنظيمية. وتشير النتائج إلى توفر قاعدة تقنية جيدة تتمثل في أكثر من 50 مستودعًا رقميًا (Dspace)، ومنصة المجلات العلمية (ASJP) التي تستضيف أكثر من 800 مجلة، وبوابة الأطروحات الوطنية (PNST)، بالإضافة إلى دعم متميز للتعلم الإلكتروني عبر منصة مودل (MOODLE)، وبوابة البيانات المترابطة المفتوحة؛ غير أن هذه المبادرات تعمل في عزلة تامة، دون وجود صلة بينها أو سياسة متكاملة. وتشير نتائج الدراسة إلى أن إعادة هيكلة هذا المشهد المجزأ في إطار نظام بيئي وطني موحد للعلم المفتوح قابل للتحقيق، إلا أنه يتطلب إرادة سياسية قوية على أعلى المستويات، إلى جانب إطار سياساتي وقانوني، الحوكة الفعالة، وتوفير الموارد والهياكل التنظيمية الداعمة. This paper systematically examines the Algerian digitized educational initiatives and seeks to evaluate the technical and organizational foundation, integration and organization level, and identify the opportunities and challenges of developing a strong and sustainable Algerian national open science environment. This study combines several methods of assessment, including documentation review, technical assessment of infrastructure and standards, and organizational policies review. The findings indicate a good technical base in the form of more than 50 digital repositories (Dspace), the ASJP Journal Platform hosting in excess of 800 journals, the PNST thesis portal, and excellent e-learning support (MOODLE), Algerien Linked Open Data. These, however, operate in splendid isolation with no connection among them and no integrated policy. The implications of the results show that the restoration of the fragmented landscape to a single ecosystem will be possible and attainable, although it will need: high-level political will, with a policy and legal framework, effective governance and resources and structures
