تحليل السياسات العامة في الجزائر : حدود المؤسساتية وآفاق المقاربة التشاركية

الملخص
تتمحور إشكالية هذه الدراسة حول حدود فعالية التحليل المؤسساتي في تحليل السياسات العامة في الجزائر، ومدى قدرة المقاربة التشاركية على تحسين هذه الفعالية من خلال توسيع مشاركة الفاعلين المجتمعيين في صنع القرار. يعرض المقال الإطار النظري لتحليل السياسات العامة من حيث المفهوم والخصائص والأهمية، مع إبراز دور مؤشرات التقييم في قياس فعاليتها. كما يتناول المقاربة المؤسساتية من خلال أسسها ومجالات تطبيقها، مبرزًا حدودها في السياق الجزائري، خاصة ضعف المرونة ومحدودية التفاعل مع الفاعلين غير الرسميين. في المقابل، يركز على المقاربة التشاركية، موضحًا متطلبات تفعيلها وأهميتها في تعزيز الشفافية والمساءلة وتحسين جودة القرار العمومي. وتخلص الدراسة إلى أن التكامل بين المقاربتين يمكن أن يعزز فعالية السياسات العامة في الجزائر، بشرط توفر الإرادة السياسية، والموارد الكافية، وثقافة مجتمعية داعمة للمشاركة. Abstract: The study revolves around the following problem: the limits of the effectiveness of institutional analysis in examining public policies in Algeria, and the extent to which the participatory approach can enhance this effectiveness by broadening the involvement of societal actors in decision-making. The article presents the theoretical framework of public policy analysis in terms of its concept, characteristics, and importance, highlighting the role of evaluation indicators in measuring policy effectiveness. It also examines the institutional approach by outlining its foundations and fields of application, while pointing out its limitations in the Algerian context, particularly its lack of flexibility and limited interaction with non-state actors. In contrast, the study focuses on the participatory approach, explaining its requirements and its importance in strengthening transparency, accountability, and improving the quality of public decision-making. It concludes that integrating both approaches can enhance the effectiveness of public policies in Algeria, provided that there is political will, adequate resources, and a societal culture that supports participation
