This research analyzes the legal and institutional framework governing the liberalization, regulation, and protection of Algerian investments abroad. It highlights Algeria's strategic shift from a restrictive economy to directed financial openness, empowering local enterprises to expand internationally. Key legislative milestones, particularly Investment Law 22-18 and Monetary and Banking Law 23-09, establish the fundamental right to transfer capital. Strict institutional oversight is maintained by the Bank of Algeria and the Monetary and Banking Council through Regulation 14-04 to safeguard macroeconomic stability. Operational constraints require investors to self-finance using export revenues and mandate the immediate repatriation of all foreign profits. Finally, international legal mechanisms, including Bilateral Investment Treaties and ICSID arbitration, shield these investments from non-commercial sovereign risks.
