Blue Finance As A Mechanism For Sustainable Financing: An Analysis Of The Financing Gap And An Assessment Of Feasibility In Algeria

Abstract
This study aims to analyze the financial instruments available for mobilizing investment resources in Algeria and to assess the financing gap between investment needs and available resources, with a focus on institutional and legal factors affecting financing effectiveness. The study adopts a descriptive-analytical approach to present the theoretical framework, supported by quantitative analysis to estimate financial needs relative to available resources, as well as a comparative approach to evaluate the suitability of financial instruments in the Algerian context. The findings reveal a significant financing gap, reflecting limited resource mobilization and weak private sector participation. This highlights the need to develop innovative financing instruments, strengthen public-private partnerships, and improve the institutional framework to ensure project sustainability and achieve economic and social development objectives.
