واقع الاتصال المؤسساتي في ظل التحول الرقمي في المؤسسة الجزائرية: دراسة تحليلية لرهانات التحديث وتحديات التكيف بلدية المعذر انموذجا

الملخص
تهدف هذه الورقة إلى تسليط الضوء على الفجوة بين الطموح الرقمي والواقع الإداري المعيش، متجاوزةً النظرة التقنية البحتة للرقمنة، لتبحث في جوهر "الاتصال المؤسساتي" في ظل بيئة متغيرة. من خلال اتخاذ "بلدية المعذر" كحقل سوسيولوجي، محاولة فهم تفاعُل البنية التنظيمية التقليدية مع حتمية التحول الرقمي. تسعى هذه المقاربة إلى تشريح الرهانات الحقيقية للتحديث، والتحديات التي يواجهها الفاعل التنظيمي في مسار التكيف مع هذا الوافد الجديد. اعتماداً على منهج التحليل الوصفي، باستخدام متعدد لأدوات جمع البيانات، إذ استخدمت أداة الاستبيان الذي وجه لموظفي البلدية، وكذا استبيان ثان وجه للمواطنين باعتبارهم فاعلا ذو علاقة مباشرة مع مخرجات البلدية، وأداة المقابلة مع رئيس المجلس الشعبي البلدي ورؤساء المصالح، بالإضافة إلى الوثائق المتعلقة بالبلدية، دون إغفال الملاحظات التي سجلت خلال الدراسة الميدانية. وقد توصلت الدراسة إلى أن البلدية تقف عند منعطف دقيق في مسار التحول الرقمي وكذا الاتصال المؤسساتي الرقمي، فقد تجاوزت مرحلة الرفض التام ولم تبلغ بعد مرحلة الاندماج الكلي -مرحلة الانتقال الهش- This paper aims to highlight the gap between digital aspirations and the reality of administrative practice, moving beyond a purely technical view of digitalisation to examine the essence of ‘institutional communication’ in a changing environment. By taking the ‘Municipality of Elmadher’ as a sociological field, the paper seeks to understand the interaction between traditional organisational structures and the inevitability of digital transformation. This approach seeks to dissect the real stakes of modernisation and the challenges faced by organisational actors as they adapt to this new reality. Relying on a descriptive analytical methodology and the use of multiple data collection tools, a questionnaire was administered to municipal staff, as well as a second questionnaire designed for and distributed to citizens, who are stakeholders directly affected by the municipality’s outputs, and interviews were conducted with the President of the Municipal People’s Council and the heads of departments, in addition to documents relating to the municipality, without overlooking the observations recorded during the field study. The study concluded that the municipality is at a critical juncture in its digital transformation and digital institutional communication; it has moved beyond the stage of outright rejection but has not yet reached the stage of full integration – a fragile transitional phase.
