بين الامتثال والشرعية: إعادة التفكير في المعايير الإنسانية من منظور التوطين والعدالة المعرفية

الملخص
تبحث هذه المقالة في مدى ملاءمة المعايير الإنسانية الدولية لتقييم فعالية المنظمات المحلية، من خلال إطار نظري يجمع بين سوسيولوجيا المعرفة ومفاهيم التوطين، ومنهجية نوعية تستند إلى تحليل أدبي ومقابلات مع خبراء ميدانيين. تنتقد المقالة اعتماد نماذج تقييم موحدة تتجاهل الخصوصيات السياقية، وتُبرز أن المعايير الحالية قد تُكرّس التبعية بدلًا من تعزيز الجودة، حين تُفرض دون إشراك فعّال للمنظمات المحلية. ويُطرح التوطين كعدسة معرفية بديلة لإعادة تعريف الفعالية الإنسانية، عبر أربع زوايا تحليلية تُبيّن أهمية الانتقال من الامتثال إلى التمكين، ومن المركزية الغربية إلى المعرفة المتجذّرة. وتخلص الدراسة إلى أن المنظمات المحلية تُقيَّم بمعايير لم تُنتجها، وتُدار مشاريعها بشروط لا تملكها، ما يستدعي إصلاحًا بنيويًا في أدوات التقييم والعلاقات الدولية. وتُختتم المقالة بتوصيات عملية لإعادة التوازن في إنتاج المعرفة وبناء منظومة تقييم أكثر عدالة وسياقية. Local organizations, using a theoretical framework that combines the sociology of knowledge and localization concepts, and a qualitative methodology based on literature review and expert interviews. It critiques the reliance on standardized evaluation models that overlook contextual specificities, arguing that current standards may reinforce dependency rather than promote quality when imposed without meaningful local participation. Localization is introduced as an alternative epistemic lens to redefine humanitarian effectiveness, through four analytical dimensions that highlight the need to shift from compliance to empowerment, and from Western-centric paradigms to embedded local knowledge. The study concludes that local organizations are often assessed by standards they did not create and operate under conditions they do not control—revealing the need for a structural reform in evaluation tools and international partnerships. The article ends with practical recommendations to restore balance in knowledge production and develop a more just, contextualized evaluation system.
