الملخص

This paper critically examines effectiveness in humanitarian work by analyzing the role of localization within evaluation frameworks as a social indicator for assessing organizational performance in crisis-affected settings. It identifies two key gaps: the exclusion of localization as a core component in evaluation tools, and the weak, underdeveloped metrics for measuring it. Using a combination of literature review and five expert interviews, the paper applies Social Indicators Theory, which stresses the importance of community perceptions in evaluating performance. Localization is analyzed as a reflection of local representation, legitimacy, and trust—beyond technical compliance or efficiency. Findings suggest that true effectiveness depends on an organization’s ability to embed within communities and involve local actors in planning, evaluation, and decision-making. The study recommends developing context-sensitive social indicators co-designed with local stakeholders, shifting evaluation practices from performance monitoring to mutual accountability between humanitarian actors and communities.
