The Law on Land-Use Planning and Urban Development primarily seeks to balance residential, agricultural, and industrial functions while safeguarding the environment, natural habitats, landscapes, and cultural-historical heritage. Accordingly, land parcels located within protected natural sites, on high-fertility agricultural soils, in public forests, or within sensitive coastal zones are deemed non-buildable. Construction activity must also preserve the living environment and the aesthetic character of the area subject to development. These requirements align with Law 03-10 on the Protection of the Environment within the Framework of Sustainable Development.
