This analytical study evaluates whether the International Standards on Auditing (ISAs) provide an adequate framework for reducing the risk of material misstatement (RMM) arising from fraud or error. The paper maps the ISA risk-based audit architecture—risk identification and assessment (ISA 315), fraud considerations (ISA 240), responses to assessed risks (ISA 330), audit evidence (ISA 500), and evaluation and reporting (ISA 450/ISA 700)—to the principal drivers of RMM. Using a doctrinal review of the standards and an adequacy framework aligned with audit-quality inputs, processes, and outputs, we assess internal coherence, operational guidance, and scalability across different engagement contexts. The analysis finds that the ISAs are conceptually comprehensive and form a logically connected cycle that, when properly implemented, can substantially mitigate RMM and support the auditor’s objective of reasonable assurance. However, residual RMM remains structurally unavoidable and is amplified in practice by judgement-intensive areas (complex estimates, revenue recognition, related parties, group audits) and by weaknesses in firms’ quality management systems. Evidence from audit oversight inspections indicates recurring deficiencies in auditing accounting estimates and data used as audit evidence, suggesting that compliance and capability gaps often drive failures more than gaps in the standards themselves. Recent and forthcoming IAASB revisions—such as strengthened requirements on fraud and going concern—further enhance the ISA toolkit for high-risk circumstances. The paper concludes that ISAs are necessary but not sufficient: effective RMM reduction depends on robust quality management (ISQM 1), ethical independence, sustained professional scepticism, and credible regulatory enforcement.
