The President Of The Republic Is The Protector Of Constitutional Rules Through The Mechanism Of Notification To The Constitutional Court

Abstract
The Constitution occupies the highest rank within the hierarchy of laws, which means that the rules formed for the legal system in the state are not in one rank, but according to a hierarchical form at the top of which is the Basic Law, which requires respect for the minimum rules of the highest rules, the Constitution is distinguished by its superiority as one of the foundations of the rule of law, which requires the creation of guarantees and protection of its rules from violating or violating and violating them, through the allocation of an authority with a constitutional status and an excellent position to carry out the constitutional role. this was entrusted by the Algerian constitutional founder to the President of the Republic as the basic foundation of the constitutional system and the key to the dome of the political system, and raised it to an independent constitutional institution in the constitutional amendment of 2020, and enabled it to have constitutional mechanisms to protect constitutional norms, including notifying the Constitutional Court. that is, the movement of constitutional control within areas where notification is mandatory such as organic laws and the rules of procedure of the two chambers of Parliament, as introduced and subject legislative orders of the President of the Republic to constitutional control, and the notification may be optional, such as the interpretation of constitutional provisions and the control of conformity with international treaties.
