ترقية الخدمة العمومية في مجال الاستثمار في الجزائر

الملخص
تهدف هذه الدراسة إلى تسليط الضوء على الخدمة العمومية في مجال الاستثمار في الجزائر، من خلال التعريف بالخدمة العمومية ومبادئها، والكشف عن أهم العوائق التي تواجه المستثمرين خلال انجاز مشاريعهم في الجزائر، كما تهدف أيضا إلى التعرف على الخدمات التي تقدمها الوكالة الجزائرية لترقية الاستثمار بصفتها الهيئة المشرفة على عملية الاستثمار في الجزائر، بالإضافة إلى التعريف بالمنصة الرقمية للمستثمر التي تعتبر قفزة نوعية في مجال ترقية الخدمات الاستثمارية وتسهيل إجراءات الاستثمار في الجزائر. توصلت الدراسة إلى أن الدولة الجزائرية تبذل مجهودات معتبرة من أجل ترقية الخدمات الاستثمارية وخلق مناخ ملائم للاستثمار، من خلال سن جملة من القوانين وتوفير ظروف مناسبة للاستثمار، إلا أن هناك بعض التحديات تواجهها مما يتطلب تقديم مزيد من الإصلاحات لجعل الجزائر وجهة مفضلة للاستثمار. This study aims to shed light on public service in the field of investment in Algeria, by introducing public service and its principles, and revealing the most important obstacles facing investors during the completion of their projects in Algeria. It also aims to identify the services provided by the Algerian Investment Promotion Agency in its capacity as the body Supervising the investment process in Algeria, in addition to introducing the digital platform to the investor, which is considered a qualitative leap in the field of upgrading investment services and facilitating investment procedures in Algeria. The study found that the Algerian state is making significant efforts to upgrade investment services and create a suitable climate for investment, by enacting a set of laws and providing suitable conditions for investment, but there are some challenges it faces, which require further reforms to make Algeria a preferred destination for investment.
