Public reading libraries are educational and cultural institutions that have evolved over history. They have transformed from book repositories to electronic platforms, offering digital services to their beneficiaries using information technology either individually or through collaborative networks that ensure access to and retrieval of information sources in digital formats by exploiting the Internet, which has contributed to reaching and targeting the reader. This is embodied by the Algerian Main Public Reading Libraries Networking Project in an attempt to link various libraries across the national territory such as the Hamdan Hajaji Main Public Reading Library in Aïn Defla. Our study examined the progress of this library in joining the project using a case study approach. It concluded that the lack of legal formats for settling magnetic reader card dues, and the absence of a unified electronic platform for access are among the most important obstacles preventing integration
