Operationalizing Circular Economy Principles Through Integrated Digital Systems: An Analytical Assessment Of Algeria’s National Waste Agency Tools

Authors : Korichi Kenza .

Abstract

The study analyzes how Algeria’s National Waste Agency (AND) uses four integrated digital systems—SNID, SIG, BDI, and NDIF to support the transition to a circular economy under Law 25-02. It relies on documentary analysis of institutional and regulatory frameworks to understand how these tools jointly create informational, spatial, economic, and participatory conditions for waste valorization. The results indicate that the digital infrastructure enhances transparency, optimizes collection routes, stimulates investment in recovery, and improves service quality through citizen reporting. However, its success still depends on parallel investments in physical infrastructure, institutional capacity, enforcement, and stakeholder engagement.
