Abstract
Libraries around the world have faced difficult choices regarding the services they offer and how they operate. These choices have ranged from implementing limited restrictions to complete closures. It is evident that governments themselves have taken varying approaches—sometimes mandating full shutdowns, at other times signaling a return to regular functioning, and in some cases, leaving decisions entirely up to library directors. This presentation aims to highlight the role of libraries during the COVID-19 pandemic and to explore the potential for transitioning to electronic publishing, which stands as a model digital alternative in times of crisis واجهت المكتبات حول العالم خيارات صعبة بشأن الخدمات التي ستقدمها والكيفية التي ستعمل بها، وتتفاوت هذه الخيارات من فرض قيود محدودة إلى الإغلاق الكامل، إذ ندرك أن الحكومات نفسها تتخذ نهجا مختلفة، ففي بعض الأحيان تصدر أوامرها بالإغلاق التام، وفي أحيان أخرى تعطي الإشارة بمواصلة الحياة كالمعتاد، أما البعض الآخر فيترك القرارات ببساطة لمديري المكتبات. نهدف من خلال هذا البحث إلى إبراز دور المكتبات في ظل الجائحة وإلى إمكانية التحول إلى النشر الإلكتروني الذي يعتبر كبديل رقمي نموذجي في ظل الأزمات. الكلمات المفتاحية: التحول الرقمي، المكتبات، النشر الإلكتروني ، جائحة كوفيد-19
