This article examines the evolution and determinants of migration intentions among university graduates in Algeria and Tunisia between 2006 and 2023, using harmonized international survey data. The findings reveal persistently high migration intentions in both countries, shaped by distinct national trajectories and differentiated perceptions of economic and institutional opportunities. The analysis highlights the central role of aspirations, gender, and life-course dynamics in shaping migration projects. The study underscores the importance of subjective and contextual factors in understanding skilled migration in the Maghreb.
