واقع التحول الرقمي في قطاع التعليم العالي دراسة حالة: جامعة عبد الحميد بن باديس – مستغانم

الملخص
هدفت هذه الدراسة إلى تحليل واقع التحول الرقمي في قطاع التعليم العالي من خلال دراسة حالة بجامعة مستغانم وذلك بالتركيز على مدى تطبيق الرقمنة في الخدمات الإدارية وأثرها على جودة الأداء، اعتمدت الدراسة على المنهج الوصفي التحليلي، واستخدمت أداة الاستبيان لجمع البيانات من عينة من الموظفين والاساتذة ، و توصلت النتائج إلى أن مستوى تطبيق التحول الرقمي داخل الكلية لا يؤثر بشكل معنوي على جودة الخدمات أو تسريع وتيرة العمل، كما أظهرت الدراسة أن رضا المستخدمين يرتبط أكثر بسهولة استخدام الأنظمة الرقمية وليس بدرجة انتشارها، وتوصي الدراسة بضرورة تحسين البنية التحتية الرقمية، وتوحيد المنصات الرقمية، وتكثيف التكوين المستمر للموظفين، إلى جانب إشراك جميع الفاعلين في مسار التحول لضمان فعاليته واستدامته. كلمات مفتاحية: التحول الرقمي – التعليم العالي _الرقمنة – المنصات التعليمية _ جامعة مستغانم. تصنيفات JEL : I 23 .؛O 33 .D 83 Abstract: This study aimed to analyze the reality of digital transformation in the higher education sector through a case study conducted at the University of Mostaganem. The focus was placed on the level of digitalization in administrative services and its impact on performance quality. The study adopted a descriptive-analytical approach and relied on a questionnaire as the primary data collection tool, targeting a sample of employees and professors . The results indicated that the level of digital transformation within the faculty does not have a statistically significant effect on service quality or the acceleration of administrative processes. However, user satisfaction was found to be more closely linked to the ease of use of digital systems rather than their mere availability. The study recommends improving the digital infrastructure, unifying digital platforms, intensifying continuous training for staff, and involving all stakeholders in the digital transformation process to ensure its effectiveness and sustainability.
