Application Of Artificial Intelligence Systems In Public Administration Algorithmic Administrative Decisions As A Model

Abstract
Public administration has made significant progress in improving the quality of public services since the advent of computers in the mid-twentieth century. It transitioned from traditional administration to electronic administration, which positively impacted the services provided to the public. However, the emergence of Artificial Intelligence (AI) systems accelerated the transformation of public administration toward a more modern and technologically advanced concept—smart administration. This occurred through the adoption and use of AI systems (algorithmic systems) in administrative activity, partic- ularly in the process of making administrative decisions, as these decisions represent the primary legal tool through which the public administration expresses its will. Conse- quently, a new type of administrative decision has emerged, known as the algorithmic administrative decision.
