الملخص

ملخص: يعد الفساد ظاهرة عالمية واسعة الانتشار تعكس اختلالات في البنية المؤسسية والهيكلية للنظم الإدارية والسياسية والاقتصادية والقيمية في الكثير من المجتمعات والدول. يسود اتفاق بين معظم الفاعلين المهتمين بتحليل هذه الظاهرة انها ستكون بمثابة التحدي الأكبر والوريث المتوقع للإرهاب بفعل آثارها السيئة على مستقبل الإنسانية. تكمن أهمية هذا المقال أنه يسلط الضوء على الدور الذي تضطلع به تقنيات المعلومات الحديثة، وعلى راسها الرقمنة والذكاء الاصطناعي، في مكافحة واتخاذ التدابير الوقائية ضد ظاهرة الفساد. كما يطرح المقال إشكالية مضمونها ما مدى نجاعة وما هي الفرص التي تتضمنها تكنولوجيا المعلومات لتكون أداة رصينة تساهم في محاصرة الفساد وطنيا ودوليا، وكيف يمكن الاستفادة من التجارب العالمية لدعم التجربة الجزائرية في توظيف تكنولوجيا المعلومات في مكافحة الفساد. كلمات مفتاحية: الفساد، التكنولوجيا والبيانات، المعلومات، الشفافية، المؤسسات. Abstract: Corruption is a widespread global phenomenon that reflects imbalances in the institutional, administrative, political, economic structures and value systems in many societies and countries. There is agreement among most actors interested in analysing this phenomenon that it will be the greatest challenge and the expected successor to terrorism due to its impact on humanity. The importance of this article lies in the fact that it highlights the role played by modern information technologies, particularly digitalisation and artificial intelligence, in combating and taking preventive measures against the phenomenon of corruption. same article raises the question of how effective and what are the opportunities contained in information technology to be a solid tool that contributes to the fight against corruption nationally and internationally, and how to benefit from international experiences to support the Algerian experience in the use of information technology to fight corruption.
