نشأة الدّولة وإشكاليّة شخصنة السّلطة في تونس: مقارنة بين بورقيبة وبن علي

الملخص
يهدف هذا البحث إلى دراسة النشأة التاريخية للدولة التونسيّة، العلاقة بين شخص رئيس الجمهورية والدولة في تونس، وكيف ارتبط مفهوم السلطة السياسية في تونس بشخص الرئيس سواء في فترة حكم بورقيبة أو في فترة بن علي، ذلك من أجل المقارنة بين الآليات التي استخدمها كل منهما للسيطرة على الدولة والاستحواذ على السلطة لعقود من الزمن. وقد توصل البحث إلى نتيجة مفادها أن الرئيس بورقيبة قد صنع نموذجا شموليا للدولة سعى من خلاله إلى الترويج لنفسه كالمجاهد الأكبر الذي حرر البلاد، وبالتالي فقد صنع لنفسه قيمة رمزية لم يجرؤ أحد على المساس بها طيلة ثلاث عقود. بينما انتهج بن علي اتجاها آخر من خلال الشروع في إصلاحات كانت توحي للشعب بأنه يسعى للتغيير نحو الديمقراطية، لكنه في الحقيقة قد أقام دولة بوليسية مكنته من احتكار كامل للسلطة السياسية استمرت إلى غاية سقوطه سنة 2011. The purpose of this study is to examine the historical origins of the state of Tunisia and the relationship between the head of the republic and the state in Tunisia, and how the concept of political power in Tunisia was linked to the person of the president during the period of Bourguiba or Ben Ali, in order to compare the mechanisms used by each of them to control the state and seize power for decades. The research concluded that President Bourguiba had created a comprehensive model of the state in which he sought to promote himself as the greatest liberator of the country and thus made for himself a symbolic value that no one dared to touch for three decades. While Ben Ali took another step by initiating reforms that suggested to the people that he was seeking change to democracy, but in fact he established a police state that enabled him to monopolize the political power that lasted until his fall in 2011.
