نحو فهم جديد لتحقيق الأمن: قراءة في مفهوم الأمن الإنساني اللاتقليدي وتأثيره على الاستقرار السياسي.

الملخص
مـلخـص: تسعى هذه الدراسة إلى تحليل التحول الذي شهدته الدراسات الأمنية من التركيز على المفهوم التقليدي للأمن المرتبط بالبعد العسكري، إلى تبني مفهوم أكثر شمولاً يتمثل في الأمن الإنساني. جاءت هذه النقلة نتيجة لتغير طبيعة التهديدات بعد الحرب الباردة، حيث لم يعد التهديد العسكري هو الخطر الوحيد، بل برزت تحديات جديدة كالفقر، الأمراض، التدهور البيئي، وانعدام الأمن الغذائي، مما استدعى إعادة النظر في المفاهيم الأمنية التقليدية. ترتكز الدراسة على اعتبار الإنسان محورًا رئيسيًا للتحليل، حيث يشكل جوهر مفهوم الأمن الإنساني، الذي يهدف إلى حماية الأفراد من مختلف أشكال التهديد وتحقيق شروط الاستقرار والنمو بعيدًا عن العنف والصراعات. اعتمدت الدراسة على المنهج التحليلي في تتبع تطور مفهوم الأمن وتحديد أبعاده الجديدة. وقد خلصت إلى أن الأمن الإنساني يمثل مدخلاً ضرورياً لفهم التهديدات المعاصرة، وأن تحقيقه يسهم في تعزيز الاستقرار السياسي والاجتماعي، من خلال التركيز على حماية الفرد وضمان حاجاته الأساسية في مختلف المجالات. كما أظهرت أن الاعتماد على هذا المفهوم يتيح للدول والمجتمعات مواجهة التحديات بشكل أكثر فاعلية واستدامة. Abstract: This study aims to analyze the shift in security studies from the traditional concept of security—primarily associated with military and armed aspects—toward a broader and more inclusive notion: human security. This transformation emerged in the post-Cold War era, as new forms of threats—such as poverty, disease, environmental degradation, and food insecurity—began to challenge the adequacy of conventional security paradigms. The research adopts a human-centered analytical approach, positioning the individual as the primary unit of analysis. Human security, in this context, seeks to protect individuals from various threats and to ensure conditions of stability and sustainable development, free from violence and conflict. The study relies on an analytical methodology to trace the evolution of the security concept and to explore its contemporary dimensions. It concludes that human security provides a necessary framework for understanding modern threats and that achieving it contributes significantly to political and social stability by safeguarding individuals and securing their fundamental needs across multiple sectors. Furthermore, the study demonstrates that adopting this concept enables states and societies to address contemporary challenges in a more effective and sustainable manner.
