Hospital Governance And Quality Of Care In Algeria: An Analysis Of Institutional Constraints And Reform Perspectives, The Case Of The University Hospital Center Of Tizi-ouzou

Abstract
Public hospitals in Algeria face multidimensional constraints and challenges, despite the reforms undertaken by the public authorities. Improving the quality of care is one of the main challenges, and governance is a major lever. The objectives of this article are to analyse the constraints and their effects on the quality of care and to identify areas for reform. To achieve this, we adopted a qualitative methodological approach based on an interpretative paradigm. Our survey of practitioners at the Tizi-Ouzou University Hospital Centre enabled us to identify the governance mechanisms that constitute an obstacle to improving the quality of care and to identify possible reforms to remedy this situation based on the perceptions of the actors concerned. تواجه المستشفيات العمومية في الجزائر قيودًا وتحديات متعددة الأبعاد، على الرغم من الإصلاحات التي قامت بها السلطات العامة. ويعد تحسين جودة الرعاية أحد التحديات الرئيسية، وتعد الحوكمة أحد العوامل الأساسية في هذا الصدد. يهدف هذا المقال إلى تحليل القيود المؤسسية وآثارها على جودة الرعاية وتحديد مجالات الإصلاح. ولتحقيق ذلك، اعتمدنا نهجًا منهجيًا نوعيًا قائمًا على نموذج تفسيري. وقد مكننا استطلاعنا للممارسين في المركز الاستشفائي الجامعي بتيزي وزو من تحديد آليات الحوكمة التي تشكل عائقاً أمام تحسين جودة الرعاية، وتحديد الإصلاحات الممكنة لتدارك هذا الوضع بناءً على تصورات الأطراف المعنية.
