الملخص
ملخص: تهدف هذه الورقة البحثية الى دراسة واقع استغلال الأملاك المشتركة في الأحياء السكنية الجماعية، وذلك من خلال إجراء دراسة وصفية لمجموعة من الأحياء السكنية الجماعية في مدينة بسكرة، بحيث يتناول البحث أهم مظاهر التملك والإستحواذ والاعتداء العمدي الممارس من طرف السكان على الفضاءات المشتركة، كما يسلط الضوء على مظاهر الإهمال واللامبالاة التي تطال على الأملاك المشتركة من قبل القاطنين أنفسهم على مستوى العقار المشترك بحيث يقتصر إهتمامهم ومبالاتهم فقط على ممتلكاتهم الخاصة داخل مساكنهم الفردية، مما انعكس ذلك بالسلب على المظهر الجمالي للعمارات وتناسقها وأدى إلى تشويه النسيج العمراني للأحياء السكنية الجماعية ما أثر على جماليتها داخل المدينة وأضعف جودة الحياة على مستواها إضافة الى تزايد المشكلات الحضرية المرتبطة بإدارة هذه الفضاءات وهو ما يستدعي البحث عن حلول مستدامة لتحسين بيئة السكن الجماعي وتعزيز الوعي بأهمية الملكية المشتركة. . الكلمات المفتاحية: أملاك مشتركة؛ أحياء سكنية جماعية؛ مدينة؛ عقار مشترك؛ مسكن فردي. Abstract: This research paper aims to study the reality of the exploitation of shared property in collective residential neighborhoods, through conducting a descriptive study of a group of collective residential neighborhoods in the city of Biskra. The research addresses the most important aspects of ownership, acquisition, and deliberate aggression practiced by residents on shared spaces. It also highlights the manifestations of neglect and indifference that affect shared property by the residents themselves at the level of the shared property, as their interest and indifference are limited only to their private property within their individual homes. This has negatively affected the aesthetic appearance and harmony of the buildings and led to the distortion of the urban fabric of collective residential neighborhoods, which affected their aesthetics within the city and weakened the quality of life at the level, in addition to the increase in urban problems related to the management of these spaces, which calls for the search for sustainable solutions to improve the collective housing environment and enhance awareness of the importance of shared ownership.
