The Position And Roles Of The State In The Presence Of Public Utilities Regulatory Authorities

Abstract
The work of public utilities regulatory authorities differs from that of their counterparts in other sectors in terms of its significance and sensitivity, as it primarily involves the regulation of public services of general interest. Given this importance, and in the context of the existence of these authorities, the end of public monopolies, questions naturally arise regarding the position of the State and its roles in this new landscape, as well as the responsibilities associated with each role. يتميز عمل سلطات ضبط المرافق العمومية عن عمل نظيرتها في النشاطات الأخرى، بالأهمية و الحساسية، ما دام الأمر هنا يتعلق بضبط مرافق عامة ذات منفعة عامة بالدرجة الأولى، و انطلاقًا من هذه الأهمية و في ظل وجود هذه السلطات و نهاية الإحتكار العمومي، تتوالى التساؤلات حول مكانة الدولة و الأدوار التي تظهر بها في ظل هذا المشهد الجديد ومهامها المتمخضة عن كل دور .
