آليات تفعيل الوقف لخدمة الفرد والمجتمع.

الملخص

يعتبر الوقف جزء من القطاع الثالث بعد القطاع العام والخاص ،وأعطى الإسلام له أهمية كبرى جعلت الجميع يتنافس ويتسابق إليه ؛ من أجل خدمة الفرد والمجتمع في الدنيا وتحصيل الثواب في الآخرة ،ولا يخفى أنّ للأوقاف الدور البارز في حماية وتماسك الأمّة الإسلامية على مر العصور ،فلمّا تراجعت الأوقاف ونقص الإهتمام بها - وذلك لعدّة أسباب -،فهل يمكن إعادة تفعيل الوقف ليكون سبباً لخدمة الفرد والمجتمع ، ولحماية الأمّة عند حصول النكبات ؟ . لذلك يهدف هذا البحث لبيان حقيقة الوقف ، وما هي الطرق المناسبة لتفعيله ، ومن أهم نتائج البحث التي توصلت إليها : إمكانية تفعيل الوقف ، وذلك بمراعاة المصلحة في الإبدال والاستبدال ، وفي تغيير معالمه ، وكذلك تفعيل وقف النقود من خلال الصكوك الوقفية ، والمصارف الإسلامية . Endowment (Waqf) is considered to be part of the third sector after the public and private sector, and Islam has given it a great importance which has made everyone compete for it, in order to serve the individual and society in this world and to be rewarded in the hereafter, and it is no secret that endowments have a leading role in protecting and holding the Islamic community together through the ages, when endowments have declined and lacked of interest, due to several reasons. Is it possible to revive the endowment to be a reason to serve the individual and society, and to protect the community in times of calamities? Therefore, this research aims to clarify the reality of the endowment, and what are the appropriate ways to activate it, and one of the most important results of the research it reached: the possibility of activating the endowment, taking into account the interest of exchange and substitution, and changing its characteristics, and thus activating the endowment in money through endowments checks and Islamic banks.
