المكاتب العربية ودورهم في تعيين قادة الأهالي خلال الفترة الكولونيالية منطقة الأوراس أنموذجا

الملخص
الملخص يعتبر المكتب العربي همزة الوصل بينهم وبين الأهالي، حتى يبقوا قريبين من كل تحركاتهم ويفهموا أفكارهم، وأول مكتب عربي كان مكتب لاموريسيار Lamoricière الذي اختير لكونه يحسن العربية جيدا، مما سهل عملية التواصل مباشرة مع الأهالي، وهي المؤسسة التي يتمثل موضوعها في ضمان التهدئة، تهدئة القبائل بصفة دائمة، وكانت مهمتها الأساسية تتمثل في التجسس وجمع المعلومات الضرورية لصالح الاستعمار من قبل القبائل، وكذلك تبليغ أوامر المكاتب العربية إليها، ومراقبة تحركات الأهالي، كما وزع ضباط الشؤون الأهلية مجهودهم على مجالات اجتماعية معينة كالطب والتعليم والتنصير أيضا، فكانت التقارير تنقل حركة تطور هذه المجالات باستمرار، حيث احتفظت العائلات الكبيرة بنفوذها عندما عرفت كيفية التكيف مع الاضطرابات السياسية والاقتصادية، وذلك بفضل ضباط المكاتب العربية الذين عرفوا كيف يستعملون التنافسية ونظام الصف. Abstract: The Arab Bureau was considered the link between them and the local population, keeping them informed of their movements and understanding their thoughts. The first Arab Bureau was the Lamoricière Bureau, chosen because it was fluent in Arabic, which facilitated direct communication with the local population. This institution's mission was to ensure pacification and the permanent pacification of the tribes. Its primary mission was to spy and gather information necessary for the colonization of the tribes, as well as to deliver orders from the Arab Bureaus to them and monitor the local population's movements. Civil Affairs officers also distributed their efforts among specific social sectors, such as medicine, education, and Christianization. Reports continually conveyed the developments in these sectors. Large families maintained their influence by adapting to political and economic turmoil, thanks to the Arab Bureau officers who knew how to utilize competitiveness and the rank-and-file system.
