Abstract

Abstract: This study aims to highlight the reality and prospects of local development in the semi -urban areas., A case study of the municipality of Al -Harush, Skikda State. Where it was found through the study that the municipality is of an ugly nature; Where Algeria has known in recent years the phenomenon of urban expansion in semi -urban areas, as a result of many economic, social and cultural factors and causes, and therefore we tried in this article to address the reality of local development in the semi -urban areas in the municipality of Al -Haroush, which define many problems resulting from urban urbanization and growth, and in the end it was reached to the conclusion that the semi -urban areas lack the lowest development public facilities and this is what requires Adopting local development plans concerned with fair and balanced development of various population communities. ملخص المقال: تهدف هذه الدراسة إلى إبراز واقع وآفاق التنمية المحلية في المناطق شبه الحضرية.، دراسة حالة بلدية الحروش ولاية سكيكدة. حيث تبين من خلال الدراسة أن البلدية ذات طابع شبه حضري؛ حيث عرفت الجزائر في السنوات الأخيرة ظاهرة التوسع العمراني في المناطق شبه الحضرية وذلك نتيجة العديد من العوامل والأسباب الاقتصادية، والاجتماعية والثقافية وعليه حاولنا في هذا المقال التطرق لإبراز واقع التنمية المحلية في المناطق شبه الحضرية في بلدية الحروش والتي تعرف العديد من المشكلات الناتجة عن التحضر والنمو الحضري ، وتم التوصل في الأخير إلى نتيجة مفادها أن المناطق الشبه الحضرية تفتقر إلى أدني المرافق العمومية التنموية وهذا ما يتطلب تبني مخططات محلية تنموية تهتم بتنمية عادلة ومتوازنة لمختلف التجمعات السكانية
