الأزمة الحضرية والظاهرة الإجرامية: دراسة لبعض أبعادها وسبل مواجهتها

الملخص
إذا كانت الظاهرة الإجرامية ظاهرة معقدة ذات أبعاد متعددة؛ فهي في ذات الوقت ذات تأثيرات مدمرة على البيئات الحضرية لاسيما بالمستوطنات البشرية التي تعرف التخلف، بالنظر لما تعيشه من تدهور يكرس أزمتها لاسيما ببلداننا النامية ـ و الجزائر نموذجا. حيث أضحى نموها الحضري المعاصر السريع يسهم ليس فقط في تضخمها البشري، وما يترتب عنه من تحديات إقتصادية وعمرانية وبيئية فحسب؛ بل بما تعرفه من تنامي لظاهرة الجريمة والإنحرافات السلوكية جراء تأزمها الأمني والأخلاقي. ومنه تحولها لمدن للتخلف، "مدن متأزمة، ـتعيش أزمة حضرية بكل أبعادها، ومجالا لتجذر المشكلات الأمنية والمجتمعية؛ خاصة وأنها شكلت بؤرا للإحتجاج على الدولة بمختلف مؤسساتها، ومجالا لإستفحال الصراع المتزايد بمختلف أشكاله، والعنف المضاد للمجتمع؛ الأمر الذي يفرض التعمق في دراستها ببحثها من منظورها السوسيولوجي: ولقد كشفت الدراسة هذه، أن للظاهرة أبعاد عديدة ترتبط بجملة من المتغيرات، منها خصائص المكان، والسكان، وتدني نوعية الحياة، أي عديد العوامل، سواء الذاتية، أو الموضوعية المؤثرة في تجذر الأزمة الحضرية في علاقتها العضوية بالظاهرة الاجرامية. إذ كلما تعقدت الأزمة الحضرية تنامت الظاهرة الإجرامية. Abstract The criminal phenomenon is a complex phenomenon with multiple dimensions, exerting a harmful impact on urban areas, particularly in underdeveloped communities. This detrimental effect amplifies the challenges faced by these regions, especially in developing nations, -Algeria as a model. The rapid growth of contemporary urban areas has led not only to human overpopulation and the associated economic, urban, and environmental difficulties but also to an increase in crime and behavioral issues arising from insecurity and a moral crisis. As a result, these regions have morphed into "crisis cities," facing an urban crisis in every aspect and becoming fertile ground for entrenched security and social problems. These cities have emerged as hotspots for protests against the government and its various institutions, and they are centers of escalating conflicts and societal violence. This situation calls for a more in-depth sociological analysis of these challenges. This study found that the phenomenon encompasses multiple dimensions tied to various factors, such as the attributes of the location, the demographics, and the deterioration of quality of life. Both subjective and objective elements significantly affect the severity of the urban crisis and the occurrence of crime. As urban crises grow more intricate, there is a corresponding increase in the rates of criminal activity.
