ملخّص تروم هذه الورقة دراسة مسار الشراكة بين تونس والاتحاد الأوروبي من منظور تحليلي ـ نقدي، يستجلي الفجوة بين المنجز والمنشود في العلاقات بين الطرفين. وتنطلق من فرضية مفادها أنّ هذه الشراكة، رغم تعدد برامجها وغناها المؤسسي، ما تزال محكومة بعدم التكافؤ البنيوي، إذ تحتفظ أوروبا بموقع الشريك المهيمن اقتصاديًا وسياسيًا، فيما تبقى تونس في موقع التابع اقتصاديًا والحارس أمنيًا لجنوب أوروبا. كما تُظهر الدراسة انتهاج الاتحاد الأوروبي بعد 2011 مقاربة مزدوجة، تجمع بين دعم الانتقال الديمقراطي وربط المساعدات بملف الهجرة ومراقبة الحدود، وجسّدت مذكرة 2023 استمرار منطق «أمننة العلاقة» مع تونس بدل بناء شراكة تنموية متكافئة بين الجانبين. وتخلص الورقة إلى أنّ تصحيح مسار الشراكة يقتضي من تونس إعادة تعريف أولوياتها التفاوضية وتنويع شركائها، ويتطلّب من الاتحاد الأوروبي مراجعة مقاربته المتوسطية والانتقال من المشروطية إلى بلورة علاقات بيْنية، بنّاءة ومتكافئة مع تونس خصوصا ودول الجنوب عموما. -Abstract This paper examines the evolution of the partnership between Tunisia and the European Union through a critical and analytical lens, exploring the gap between achievements and aspirations in their bilateral relations. It argues that, despite the institutional depth and diversity of cooperation programs, the partnership remains structurally asymmetric: the EU retains its dominant economic and political position, while Tunisia continues to function as both an economic subordinate and a security buffer for Southern Europe. Since 2011, the European Union has adopted a dual approach, combining support for Tunisia’s democratic transition with the conditional linking of financial assistance to migration management and border control. The 2023 Memorandum of Understanding reflects the continuation of this securitized approach rather than a move toward a balanced developmental partnership. The paper concludes that realigning the partnership requires Tunisia to redefine its negotiating priorities and diversify its alliances, while the EU must rethink its Mediterranean policy, moving beyond conditionality toward constructive and equitable relations with Tunisia in particular and the Global South in general.
