الملخص

تسعى دول العالم في مسارها نحو تحقيق التنمية وتطوير منظومة اقتصادها إلى استيفاء جملة المعايير التي ضبطتها المنظمة العالمية للتجارة، لخلق مناخ داخلي قادر على مواجهة التنافسية الاقتصادية والتجارية التي يفرضها منطق السوق الحر وتحرير التجارة الدولية، إلا أن بعض الدول تجد نفسها في مواجهة آثار هذه الأخيرة على سيادتها وخياراتها الاقتصادية في تحقيق التنمية. و عليه يعتمد نجاح اندماج الجزائر في النظام التجاري العالمي على تبني إستراتيجية تفاوضية متكاملة، مصحوبة بإصلاحات داخلية مدروسة، ويتطلب ذلك تحديداً واضحاً للحماية الذكية، وإطلاق حوار مجتمعي واسع لشرح أبعاد عملية الانضمام وبناء توافق حولها، والاستفادة بذكاء من الآليات التي تتيحها المنظمة. Abstract: Countries around the world, in their pursuit of development and the advancement of their economic systems, strive to set standards of the World Trade Organization to create an internal environment capable of facing the economic and commercial competitiveness imposed by the logic of the free market and the liberalization of international trade. However, some countries find themselves facing the repercussions of the latter on their sovereignty and economic choices. Therefore, the success of Algeria's integration into the global trading system depends on adopting a comprehensive negotiation strategy, accompanied by well-considered internal reforms. This requires a clear definition of smart protection, launching a broad societal dialog to explain the dimensions of the accession process and building consensus around it, and take advantage of the mechanisms provided by the organization.
