الملخص
تُشكّل ظاهرةُ عودة المقاتلين الإرهابيين الأجانب أحدَ أخطر التحديات البنيوية التي تواجه الدول في مرحلة ما بعد النزاعات، إذ تتقاطع فيها أبعادٌ أمنية تتصل بتهديدات العنف، وتنامي الخلايا النائمة، وتسرّب الخبرات القتالية، مع أبعادٍ اجتماعية تتمثّل في تعقّد مسارات الإدماج وتنامي الرفض المجتمعي للعائدين. وينطلق هذا المقال من مقاربة مزدوجة تسعى إلى الإحاطة الشاملة بالظاهرة: بُعد اجتماعي يركّز على ديناميات التفكك المجتمعي وأزمات الهوية والانتماء، وبُعد أمني يسلّط الضوء على مخاطر انتقال التقنيات الإرهابية العابرة للحدود وتوسّع الشبكات التنظيمية. وتبرز أهمية هذه المقاربة في قدرتها على سدّ فجوة بحثية قائمة من خلال تقديم رؤية متكاملة توازن بين مقتضيات الأمن ومتطلبات الاستقرار الاجتماعي وتخلص الدراسة إلى أنّ الاعتماد الحصري على المعالجة الأمنية يؤدي غالبًا إلى نتائج عكسية تعمّق الهشاشة والتطرّف، في حين أنّ النجاح في مواجهة الظاهرة يستلزم صياغة استراتيجية متكاملة تمزج بين الرصد الأمني الدقيق وبرامج إعادة التأهيل النفسي والاجتماعي والاقتصادي، مع تعزيز التعاون الدولي وتطوير الخطاب الديني بما يقلّل من الوصم ويُهيّئ بيئةً مجتمعية حاضنة للإدماج الإيجابي. بهذه المقاربة المتوازنة يمكن تحويل التحدي إلى فرصة لترميم النسيج الاجتماعي وتعزيز الأمن والاستقرار على المدى البعيد. The return of foreign terrorist fighters constitutes one of the most pressing structural challenges faced by states in post-conflict contexts. This phenomenon simultaneously encompasses acute security risks—such as potential violence, sleeper-cell formation, and the transfer of combat expertise—and complex social dimensions, including difficulties of reintegration and growing societal rejection of returnees. This article adopts a dual approach designed to provide a comprehensive understanding of the issue: a social dimension that focuses on community fragmentation and the crisis of identity and belonging, and a security dimension that highlights the cross-border transfer of terrorist techniques and the expansion of transnational networks. The significance of this approach lies in its ability to fill an existing research gap by offering an integrated framework that balances security imperatives with the requirements of social stability the study concludes that a purely security-based response often produces counterproductive outcomes by deepening vulnerability and radicalization. By contrast, success in addressing the phenomenon requires a comprehensive strategy combining precise security monitoring with psychological, social, and economic rehabilitation programs, while strengthening international cooperation and reforming religious discourse to reduce stigma and foster positive reintegration. Such a balanced approach transforms the challenge into an opportunity to repair the social fabric and enhance long-term security and stability.
