السلوك القيادي لرئيس المجلس الشعبي البلدي في الجزائر بين إرادة الإستحواذ وضرورات التفويض

الملخص
تهدف هذه الدراسة إلى تحليل السلوك القيادي لرؤساء المجالس الشعبية البلدية في الجزائر، من خلال التركيز على التوازن بين نزعة الاستحواذ على الصلاحيات وضرورة اللجوء إلى التفويض كآلية لتحسين الأداء. وتتمثل إشكالية البحث في مدى تأثير نمط القيادة وجودة ممارسة التفويض على كفاءة الأداء العمومي على مستوى البلدية. ولتحقيق أهداف الدراسة، تم اعتماد المنهج الوصفي التحليلي، مع الاستناد إلى الأدبيات ذات الصلة. وقد أظهرت النتائج أن تجنب مخاطر الاستحواذ والتسلط يمر عبر تبني قيادة تشاركية تستند إلى فلسفة الإدارة بالأهداف والنتائج، الأمر الذي يعزز فعالية أساليب التفويض ويحسن من السلوك القيادي لرؤساء المجالس الشعبية البلدية. وتبرز أهمية هذه النتائج في تقديم مؤشرات عملية للمسؤولين البلديين حول أنجع السبل لتوظيف أنماط القيادة بما يحقق كفاءة وفعالية الأداء العمومي. This study aims to analyze the leadership behavior of municipal council presidents in Algeria, focusing on the balance between the tendency to monopolize authority and the necessity of delegation as a mechanism to enhance performance. The research problem lies in assessing the extent to which leadership style and the quality of delegation practices influence the efficiency of public performance at the municipal level. To achieve this objective, the descriptive-analytical method was employed, supported by relevant literature. The findings reveal that avoiding the risks of monopolization and authoritarianism requires adopting participatory leadership aligned with the philosophy of management by objectives and results. Such an approach enhances the effectiveness of delegation practices and improves the leadership behavior of municipal council presidents. The significance of these results lies in providing practical insights for municipal officials on how to employ leadership styles effectively to achieve efficiency and effectiveness in public performance.
