الملخص
تحاول هذه الدراسة أن تلامس علاقة سكان الأوراس بالموارد المائية، من خلال عينة عنهم، وهم سكان دوار زلاطو الشمالي بالأوراس على التخوم الغربية لجبال شليا، كما تحاول الدراسة في ذات الوقت الكشف على أن هذا المجتمع الجبلي، مجتمع انقسامي حتى في علاقاته مع الماء، إذ أن الماء يظهر كأفق للتواصل مع السلطة و التراتب الاجتماعي، بمعنى أن القوة هي التي تسير الماء منذ القدم إلى يوم الناس هذا، فالماء هو الرهان الذي تقاس به جميع مستويات التنظيم الاجتماعي، فرغم وجود إجراءات عرفية تسبق توزيع الماء، حيث التنظيم المائي في هذه المنطقة تحكمه منظومة عرفية دقيقة، تتضمن قواعد واضحة لتوزيع المياه بين الأسر والأنساب، فـالحق في الماء ليس فقط مسألة قانونية أو عرفية، بل هو نتيجة مباشرة لقدرة الفاعل الاجتماعي على حماية ذلك الحق والدفاع عنه، كما أن تملكه الحقيقي يبقى مرهونا بتنافس مفتوح حوله ونتائج علاقات القوة والتضامن، بمعنى أن التوفر على حقوق الماء يقتضي التوفر على القوة للدفاع عنها. This study seeks to explore the relationship between the inhabitants of the Aurès region and water resources, through a sample drawn from the northern Zlato hamlet, located on the western slopes of Mount Chelia. At the same time, the study aims to reveal that this mountain community is a segmentary society, even in its relationship with water. Water appears as a horizon for communication with authority and social hierarchy, meaning that power has always governed water from ancient times to the present day. Water thus represents the stake by which all levels of social organization are measured. Although customary procedures precede water distribution governed in this region by a precise traditional system that includes clear rules for dividing water among families and lineages the actual right to water is not merely a legal or customary matter. It is rather a direct outcome of the social actor’s ability to protect and defend that right. Moreover, real ownership of water remains subject to ongoing competition and to the outcomes of relationships of power and solidarity. In other words, access to water rights presupposes the possession of the power necessary to defend them.
