Attracting, enhancing, and sustaining foreign investment is a complex undertaking, particularly for any economy in a growth phase. Compelling evidence supports the case for foreign direct investment: foreign investors can create employment opportunities, bring in capital and technology, transfer knowledge, assist local companies in integrating with global value chains, and, more generally, propel economic growth forward. However, these potential benefits do not materialise automatically, nor are they guaranteed. Therefore, the aim of investment policy is not to choose between domestic and foreign investment but rather to link them through the value chain at the local, regional, and global levels. This implies that regulatory reform should not focus solely on domestic legislation but also strive to ensure coherence between such laws and the international investment agreements that increasingly govern production at both the local and international levels.
