Abstract

Seaport congestion in Algeria is a growing concern for the Algerian authority. It has become a key factor restricting the international trade and economic development. Delays in exports and imports can influence trade balances and economic stability. In the end, significant congestion can reduce economic activity, affecting overall GDP growth. In this paper, facing the increasing pressure from intense congestion, we explore the viewpoint from the port management to alleviate the problem of congestion. Planning operation schedule need to be considered in port management. This article aims to provide an in-depth understanding of berthing window management system and its potential to transform port operations, highlighting the specific case of the seaport of Bejaia. Moreover, this study contributes to alleviating port congestion and to environmental sustainability by reducing ship emissions caused by waiting at port and inappropriate sailing speed.
