حوكمة البنك الدولي - ترميم للمسار التنموي الخارجي أم تحسين للأداء المؤسسي؟ -

الملخص
حمل البنك الدولي على عاتقه مهمة تبييض سجون الفقر المعيشي في الدول النامية، وغسل عائداتها المتعددة التي أثخنت موازنات هذه الاقتصادات خاصة مع ارتفاع وتيرة الفساد التي ما فتئت تزداد، وتحرف مسار المساعدات الإنمائية التي يقدمها البنك في سياق ارتباطاته المختلفة، ليكون البنك الدولي أمام اختبار هو الأصعب في تاريخه خاصة مع الإقرار الرسمي في تسعينيات القرن العشرين بأن الفساد صار ضيفا غير مرغوب فيه في المشاريع التي يمولها، لتكون سمعته و أدائه المؤسسي في خطر حقيقي، لتبدأ رحلة البنك الدولي مع الحوكمة كإستراتيجية شاملة بمبادئها الهادفة لتعزيز الثقة في البنك الدولي، وحماية مصالحه التمويلية ومصالح الاقتصادات المرتبطة به. وتؤشر نتائج البنك الدولي، إلى تحسن ملموس في أدائه المؤسسي وارتباطاته التمويلية منذ تبنيه لخيار الحوكمة. لكن الواقع، قد يفند هذا الجانب نظير البعد السياسي للبنك الدولي. The World Bank's results indicate a tangible improvement in its institutional performance and financing linkages since adopting the governance option. But the reality may refute this aspect compared to the political dimension of the World Bank
