الرّقمنة كآلية لتطوير الخدمات الإدارية في قطاع التعليم العالي والبحث العلمي بالجزائر

الملخص
تهدف هذه الورقة البحثية إلى دراسة استراتيجيات وزارة التعليم العالي والبحث العلمي الرّامية إلى رقمنة قطاع التعليم العالي والتحول من قطاع تقليدي في الإدارة والتسيير إلى قطاع رقمي وتبيان مدى نجاحها في تطوير خدماته الإدارية والبيداغوجية الموجهة إلى منظومة القطاع من أساتذة وطلبة وموظفين، إضافة إلى تحديد أهم الصعوبات التّي يواجهها هذا الأخير في رقمنة خدماته الإدارية، مع المساهمة في إيجاد حلول من شأنها المساهمة في مواجهة هذه الصعوبات. كما خلّصت هده الدّراسة إلى نتيجة أساسية مفادها أنّ قطاع التعليم العالي في الجزائر قد حقّق نقلة نوعية في تطوير خدماته الإدارية والبيداغوجية من النّمط الخدماتي التقليدي إلى النمط الرّقمي،وهذا الانجاز هو نتيجة لتضافر جهود القطاع واستراتيجياته التّي سخّرها في مجال الرّقمنة. This research paper aims to study strategies of the ministry of Higher Education and Scientific Research aimed at digitizing the higher education sector and transforming from a traditional sector in administration and management to a digital sector, and to demonstrate the extent of its effectiveness in developing its administrative and pedagogical services directed to all members of the sector, including professors, students, employees, in addition to identifying The most important difficulties facing the sector in digitizing its administrative services while contributing to finding solutions that would contribute to confronting these difficulties. This study also concluded with a basic result, which is the higher education sector in Algeria has achieved a qualitative change in the development of its administrative and pedagogical services, moving from a traditional service model to a digital one. The success is the result of the sector's combined efforts and strategies used in the field of digitization.
