In light of the rapid advancement of technology and the profound transformations it has brought across political, economic, and social sectors, armed conflicts have undergone significant evolution. Technological innovation has fundamentally altered the legal, strategic, and operational dimensions of warfare, giving rise to new forms of conflict that challenge traditional conceptions of combat. Among these emerging paradigms, cyber warfare stands out as a pressing and complex issue on the contemporary international agenda. Unlike conventional conflicts, cyber warfare takes place within a virtual domain that transcends geographic boundaries, allowing both state and non-state actors to project power, exert influence, and pursue strategic objectives with unmatched speed and scope. As a result, cyberspace has become a pivotal arena for exercising national power, achieving political, economic, and military goals, and asserting technological supremacy. This shift has also created novel legal, ethical, and operational challenges, compelling states to adapt their security, defense, and international cooperation strategies accordingly.
