The nature of armed conflicts has changed significantly in recent decades; they are no longer restricted to direct engagements or conventional weaponry. Rather, they increasingly include non-traditional approaches, particularly cyberspace. Rapid technological development has made it possible for governments and occasionally armed groups to launch potentially catastrophic attacks using cyberspace instead of traditional weaponry. Since international humanitarian law was created in very different circumstances than the nature of these new dangers, cyber-attacks now rank among the most urgent issues facing the field.
