الملخص
التحول الرقمي في الجزائر يمثل خطوة هامة نحو تطوير الأنظمة القانونية والإدارية. رغم التحديات التي تواجهها البلاد، إلا أن هناك تقدماً ملحوظاً في تعزيز الخدمات الإلكترونية وتحقيق الشفافية. بالتزامن مع تحديث القوانين وتنفيذ المزيد من البرامج الاستراتيجية، ستتمكن الجزائر من تحقيق تحول رقمي شامل في السنوات القادمة. مع ضرورة التغلب على العديد من التحديات التقنية والقانونية لضمان نجاحه. استمرار تعزيز الإطار القانوني ورفع الوعي حول استخدام التكنولوجيا الحديثة في النظام القانوني سيكون له تأثير بالغ في تحسين مستوى الخدمات وتحقيق التنمية المستدامة. و في رؤية الجزائر 2030، يُتوقع أن تزداد عمليات الرقمنة في كافة القطاعات الحكومية والخاصة، مما سيسهم في تحسين جودة الحياة للمواطنين.ومن خلال محاور مشروع قانون الرقمنة ومداخلة غيلس فانه يمكن القول ان الجزائر تحاول الحد من التحديات التشريعية التي يمكن ان تعرقل التحول الرقمي والتوجه محو اقتصاد رقمي.و على الرغم من التحديات الكبيرة التي تواجه الجزائر في مجال التحول الرقمي، إلا أن هناك نجاحات ملحوظة في بعض القطاعات مثل التعليم والصحة والخدمات الاجتماعية. Digital transformation in Algeria represents an important step toward developing legal and administrative systems. Despite the challenges facing the country, there has been notable progress in promoting e-services and achieving transparency. With the modernization of laws and the implementation of more strategic programs, Algeria will be able to achieve comprehensive digital transformation in the coming years. However, many technical and legal challenges must be overcome to ensure its success. Continuing to strengthen the legal framework and raise awareness about the use of modern technology in the legal system will have a profound impact on improving service levels and achieving sustainable development.In Algeria's Vision 2030, digitization is expected to increase in all government and private sectors, which will contribute to improving the quality of life for citizens. Through the pillars of the digitization bill and Giles' intervention, it can be said that Algeria is trying to reduce the legislative challenges that could hinder digital transformation and the move towards a digital economy.Despite the significant challenges facing Algeria in the field of digital transformation, there have been notable successes in some sectors such as education, health, and social services.
