المواطنة كمقوم للأمن الغذائي ومعزز للأمن العمومي.

الملخص
مع تعدد التفسيرات والقراءات للظواهر الماسة بالأمن الغذائي إلا أنها تجمع على أن المتأثر بعواقبها السلبية هو "الأمن الغذائي للمواطن والمجموعة الوطنية"، وأن هذا المواطن كما هو مُتأثر بها فإنه كذلك يكون في الأغلب المؤثر والدافع في استمرارها في مختلف صوره وتمظهراته: تاجر، صناعي، فلاح، مهرب، محتكر...الخ. مما يجعلنا نتساءل كيف يمكن أن تتلاقى وتتعايش هذه الظواهر مع المواطنة الحقيقية؟ المواطنة التي لا يمكن اكتمالها مع "مواطن" يمس بأَمْنَيه الغذائي والعمومي مما يجعله متناقضا ومتعارضا مع الشروط الدنيا للمواطنة؟ Despite the multiplicity of interpretations and readings of the phenomena affecting food security, they all agree that the one affected by its negative consequences is “the food security of the citizen and the national group”, Just as this citizen is affected by it, he is also often the one influencing and motivating it to continue in its various forms and manifestations: merchant, industrialist, farmer, smuggler, monopolist...etc. Which makes us wonder how these phenomena can converge and coexist with true citizenship? Citizenship, which cannot be fully realized with a "citizen" whose food and public security are compromised, rendering him inconsistent and in conflict with the minimum requirements of citizenship ?
