السياسة التعليمية في الجزائر من أم اللغات إلى اللغة الكونية

الملخص
الملخّص: إرتبط تعلّم اللغات بالفكر السياسي الأيديولوجي والذي لا ينفصل بدوره عن عالم الاقتصاد والشغل، ولأنّ اللغة رافد هام من روافد الثقافة فإنّ اكتسابها يفرض ممارستها بحكم دورة الأعمال والتنمية العالمية وفي ممارستها تلاقي حضاري وتعددية ثقافية تضاف إلى رصيد الشعوب والأمم والحال بالنسبة للمجتمع الجزائري الذي يطمح في مواكبة للعصرنة والتطور وحوارات الحضارات ورصيدا أساسيا لأمّ اللّغات، سيكون فاعلا ومنفعلا بحكم الإرث التاريخي والجغرافي والثقافي. الأساس والركيزة في تعلّم اللغة الإنجليزية هو العبور إلى الحضارات الأخرى فقد صارت هذه اللغة معبرا للتعرّف على الأوساط الانثروبولوجية وهنا تظهر أهمية الولوج إلى حقل الإنجليزية، لا من أجل الذوبان أو التثقف بثقافة اللغة وإنما الغاية مواكبة التطور العالمي والتفجر المعرفي. إن الإجراءات الجادة التي تقوم بها المنظومة التربوية من أجل تعميم تعليم الإنجليزية كبديل للفرنسية ،تهدف إلى إنعاش العقول والتواصل الكوني وتحقيق سيادة الوطن من خلال التخلص من آثار التبعية، وهو طريق شديد الوعورة لأنها تتعامل مع ذهنية محلية لا شبيه لها، ولأننا نمارس أم اللغات فلا نرضى عنها بديلا ولن نتنكّر لها لأننا نفكّر بها ، أما الترحيب باللغة الإنجليزية فلأنها لغة التقانة وتعزيزا للتواصل التكنلوجي. Summary: Learning languages is linked to ideological political thought, which in turn is inseparable from the world of economics and work, and because language is an important tributary of culture, its acquisition imposes its practice due to the global business and development cycle, and in the end, it produces a cultural convergence and cultural pluralism that is added to the balance of peoples and nations, thus cultural pluralism and the situation for Algerian society, which aspires to keep pace with modernization, development, and dialogues of civilizations and a basic balance of the mother of languages, will be active and passive due to its historical, geographical and cultural balance. The basis and foundation in learning the English language is the crossing to other civilizations, as this language has become a passage to get to know anthropological circles, and here the importance of entering the field of English appears, not for the sake of assimilation or acculturation with the culture of the language, but rather the goal is to keep pace with global development and cognitive explosion. The serious measures taken by the educational system to generalize the teaching of English as an alternative to French aim to revive minds, global communication and achieve the sovereignty of the nation by getting rid of the effects of dependency, which is a very rugged path because it deals with a local mentality that has no equal, and because we possess the mother of languages, we will not accept an alternative to it and we will not deny it because we think with it, as for welcoming the English language, it is because it is the language of technology and an enhancement of technological communication.
