الملخص
ملخص تهدف هذه الدراسة إلى تقييم تجربة الديمقراطية التشاركية في الجزائر خلال الفترة من خلال الفترة الممتدة ما بين (2016-2024) وتحليل انعكاساتها على مدى ترشيد السياسات المحلية، وتكمن أهمية الموضوع في المساهمة في فهم آليات ترقية الحوكمة على المستوى المحلي وتحسين جودة السياسات، اذ تعالج الإشكالية مدى فعالية تطبيق المقاربة التشاركية في التأثير على رشادة السياسات المحلية. ابرزت نتائج الدراسة بأن التجربة الجزائرية وبالرغم من وجود إطار قانوني ومؤسسي للمقاربة التشاركية الانها لا تزال تواجه تحديات تضعف من تأثيرها العميق على ترشيد السياسات المحلية، بالإضافة الى محدودية في بيانات مؤشرات الترشيد للسياسات المحلية حالت دون إجراء تحليل ارتباطي كمي شامل، لذا فان هذه الدراسة تقدم تقييما أوليا لتطور الديمقراطية التشاركية في الجزائر، مما يسلط الضوء على الحاجة إلى أبحاث مستقبلية لسد هذه الفجوة البحثية. Abstract This study aims to evaluate the experience of participatory democracy in Algeria during the period between (2016-2024) and analyze its implications on the extent of rationalization of local policies, and the importance of the topic lies in contributing to understanding the mechanisms for upgrading governance at the local level and improving the quality of policies, as the problem addresses the effectiveness of the application of the participatory approach in influencing the rationality of local policies. The results of the study highlighted that the Algerian experience, despite the existence of a legal and institutional framework for the participatory approach, still faces challenges that weaken its profound impact on the rationalization of local policies, in addition to limited data on indicators of rationalization of local policies that prevented a comprehensive quantitative correlational analysis.
