رقمنة الادارة و دورها في اضفاء الشفافية بالمنشآت الرياضية

الملخص
بعد التقدم العلمي في مجال التكنولوجيا وغزو شبكة الانترنت تأثرت الخدمات الإدارية وخاصة تلك المقدمة بطريقة تقليدية، وهذا ما استدعى بالحاجة الضرورية إلى اتخاذ إجراءات وانتهاج أساليب وأنماط من شأنها تغيير نمط الإدارة إلى أسلوب الرقمنة المعتمد على وسائل التواصل التكنولوجيا الحديثة بما يتلائم مع متطلبات العصر، بالمقابل فإن رقمنة المنشآت الرياضية تعبر عن تغيرات جوهرية تعيد تشكيل مفهوم الخدمة في هذا السياق، من شأنها تعزيز إمكانية الوصول إلى الهدف المنشود لرفع مستويات الجودة في العمليات الإدارية المتعلقة بإدارة المنشآت الرياضية مما يعكس السرعة والكفاءة في الأداء مع تحسين القدرة على التفاعل. يمثل التحول نحو رقمنة المنشآت الرياضية في الجزائر خطوة سباقة تعد بديلا عن النموذج التقليدي في الإدارة، باعتبارها نموذجا حديثا للتسيير الجيد وركيزة أساسية لإصلاح المنشآت الرياضية، بالإضافة إلى دورها محوري في توفر العديد من فرص النجاح وتعزيز مبدأ الشفافية وتحقيق أعلى مستوياتها سواء على مستوى المواطنين أو بين المواطن والإدارة بشكل عام، كون الرقمنة في الإدارة لها أهمية بالغة ووسيلة تواصل بين المواطن وإدارته، وتعد أداة فعالة لمحاربة الفساد الذي تفاقم في ظل الإدارة التقليدية، هذا ما نهدف إلى توضيحه من خلال هذه الدراسة. Abstract: After the scientific progress in the field of technology and the invasion of the Internet, administrative services, especially those provided in a traditional way, were affected. This necessitated the necessary need to take measures and adopt methods and patterns that would change the management style to a digital style based on modern technological means of communication in line with the requirements of the era. On the other hand, the digitization of sports facilities expresses fundamental changes that reshape the concept of service in this context It will enhance the ability to achieve the desired goal of raising quality levels in administrative processes related to the management of sports facilities, reflecting speed and efficiency in performance while improving the ability to interact. The shift towards digitizing sports facilities in Algeria represents a pioneering step that is an alternative to the traditional model of management, as it is a modern model of good management and a fundamental pillar for reforming sports facilities, in addition to its pivotal role in providing many opportunities for success, enhancing the principle of transparency and achieving its highest levels, whether at the level of citizens or between citizens and management in general, as digitization in management is of great importance and a means of communication between citizens and their management It is an effective tool for combating corruption, which has worsened under traditional administration, as we aim to demonstrate through this study.
