الملخص: تُبرز هذه الورقة البحثية الدور المحوري الذي يلعبه البنك المركزي في الحفاظ على سلامة القطاع المصرفي وتنظيم نشاطه، حيث يُعد هذا الدور من أبرز المهام الموكلة إليه دون غيره، نظرًا لحساسية هذه المسألة في النظم الاقتصادية الحديثة. فالبنك المركزي لا يكتفي بإرساء قواعد عامة لضبط النشاط المصرفي، بل يتدخل بفعالية عبر أدوات رقابية وإشرافية دقيقة تهدف إلى ضمان استقرار البنوك التجارية وسلامة تعاملاتها. وتشمل هذه الرقابة مختلف الجوانب التشغيلية والمالية التي تمكّنه من التدخل عند الحاجة لحماية النظام المالي ككل من الأزمات أو الانهيارات المحتملة، خاصة في ظل بيئة اقتصادية تتسم بعدم اليقين وتعدد المخاطر. كما أن البنك المركزي، من خلال هذه الرقابة، يسعى إلى تحقيق انسجام وتكامل في تنفيذ السياسة النقدية، وضمان انسيابية السيولة النقدية بالشكل الذي يدعم الأهداف الاقتصادية الكبرى للدولة. Abstract: This research paper highlights the pivotal role played by the central bank in maintaining the soundness of the banking sector and regulating its activities. This role is considered one of the most crucial responsibilities entrusted exclusively to the central bank, given the sensitivity of this issue in modern economic systems. The central bank does not merely establish general rules to regulate banking activity, but actively intervenes through precise supervisory and regulatory tools aimed at ensuring the stability of commercial banks and the security of their operations. This oversight covers various operational and financial aspects, enabling the central bank to intervene when necessary to protect the overall financial system from potential crises or collapses, especially in an economic environment marked by uncertainty and multiple risks. Moreover, through such supervision, the central bank seeks to achieve coherence and alignment in the implementation of monetary policy, ensuring the smooth flow of liquidity in a manner that supports the country’s broader economic goals.
