الملخص
تركز الورقة البحثية على العلاقة التكاملية بين إدارة الجودة الشاملة (TQM) والتميز الحكومي في سياق المنظمات العمومية. تنطلق العلاقة من أن تطبيق مبادئ الجودة الشاملة، التي ترتكز على التركيز على المستفيد، ومشاركة الموظفين، والتحسين المستمر للعمليات، واتخاذ القرارات، يمثل أساساً قوياً لتحقيق التميز الحكومي.كما يُظهر تحليل النماذج العالمية أن التميز المؤسسي الشامل ليس امتدادًا لضمان الجودة، بل تحوُّلًا جذريًّا نحو نموذجٍ تكامليٍّ يُوازن بين الكفاءة التشغيلية والأبعاد الإستراتيجية. ففي حين تُعد الجودة شرطًا ضروريًّا، فهي ليست كافيةً لتحقيق التميز. Abstract: This article focuses on the integral relationship between Total Quality Management (TQM) and governmental excellence within the context of public organizations. This relationship stems from the principle that the application of Total Quality Management principles, which are based on customer focus, employee involvement, continuous process improvement, and fact-based decision-making, constitutes a solid foundation for achieving governmental excellence. Similarly, the analysis of global models shows that overall organizational excellence is not a simple extension of quality assurance, but a radical transformation towards an integrative model that balances operational efficiency and strategic dimensions. Indeed, while quality is a necessary condition, it is not sufficient to achieve excellence
