Abstract
Abstract : The aim of this research paper is to shed light on the role of restructuring the government subsidies in promoting the development of investment in human capital and attaining the inclusive growth accordingly, through demonstrating the economic and social effects of the generalized support policies. Besides, it was shown clear through the study that restructuring this type of support along with replacing the same with conditional cash transfers would reduce the inequities associated with generalized support on the one hand, and release important financial resources that can decisively be directed towards vital sectors, in respect such as education, health and social protection being necessary for upgrading human capital, the fact of which will definitely promote the inclusive growth الملخص: هدفت هذه الورقة البحثية إلى تسليط الضوء على دور إعادة هيكلة الدعم الحكومي في تعزيز تنمية الاستثمار في رأس المال البشري ومنه تحقيق النمو الاحتوائي، وذلك من خلال عرض الآثار الاقتصادية والاجتماعية لسياسات الدعم المعمم. وقد تبين من خلال الدراسة أن إعادة هيكلة هذا النوع من الدعم واستبداله بالتحويلات النقدية المشروطة من شأنه الحد من اللاعدالة المرتبطة بالدعم المعمم من جهة ، و الإفراج عن موارد مالية مهمة يمكن توجيهها نحو قطاعات حيوية مثل التعليم، والصحة، والحماية الاجتماعية الضرورية لترقية رأس المال البشري مما يعزز النمو الاحتوائي.
