تعليم العربيّة للنّاطقين بغيرها في الجامعة الجزائريّة، المقتضيات الحضاريّة و الآليّات التّعليميّة

الملخص
تشْهَد اللّغات اليوم تدافعًا إمّا باتّجاهها، وإمّا بعيدًا عنها؛ أمّا التّدافع نحو اللّغة فهو من قبيل التّوسّع والانتشار، وأمّا التّدافع بعيدًا عن اللّغة فيعني الانْزِواءَ والانحِسَار، لذلك يُعدّ تعليم اللّغة للنّاطقين بغيرها طَرْحٌ تَبنّتْهُ البرامج التّخطيطيّة لدى الأمم التي تملك زِمَام المبادرة، و تُدرك أنَّ سَعيها في نشر لغاتِها بين غير النّاطقين بها هو ضمانَةٌ لمكتسباتها التّاريخيّـــة والحضاريّــــة، وصيانــــةٌ لاستحقاقاتها السّياسيّة والاقتصاديّة. و بناءً عليه تكون هذه الورقة البحثيّة محاولة للنّظر في شأن من شؤون لغتنا العربيّة، ألا وهو تعليمها للنّاطقين بغيرها في سبيل توصيف الأبعاد الحضاريّة و المبرِّرات السّياسيّة و الاقتصاديّة، التي تجعلنا نلتفتُ إلى هذا الطّرحِ مؤسّسين لمنطلقاته و مبرزين لنموذجه التّعليمي المقترح و الموائم للجامعة الجزائريّة. Languages today are subject to dynamic forces, either propelling them forward or causing their retreat. The former signifies expansion and widespread adoption, while the latter denotes marginalization and decline. Consequently, the teaching of languages to non-native speakers is an initiative adopted by the strategic planning programs of nations that demonstrate leadership and recognize that their efforts to disseminate their languages among non-speakers serve as a safeguard for their historical and civilizational gains, and a preservation of their political and economic prerogatives. Accordingly, this research paper endeavors to explore an aspect pertinent to the Arabic language, specifically its instruction to non-native speakers. This exploration aims to delineate the civilizational dimensions and the political and economic rationales that compel us to consider this proposition, thereby establishing its foundational principles and elucidating its proposed pedagogical model, which is tailored for the Algerian university context.
