Abstract This paper explores the concept of social welfare for the elderly as a fundamental human right and examines the Algerian context in light of international and regional frameworks. It highlights the demographic transition and the growing elderly population, discusses the global and Arab-African legal instruments protecting elderly rights, and criti cally analyzes the current Algerian social welfare system. The study identifies structural, social, economic, and health- related challenges affecting elderly care in Algeria and proposes a comprehensive, integrated national strategy. This strategy emphasizes legal protection, sustainable financing, multi- sectoral collaboration, and innovative solutions to improve the quality of life and social inclusion of the elderly population.
