الملخص

يهدف هذا البحث إلى تسليط الضوء على واقع الاستثمار في الجزائر، مع التركيز على القطاع السياحي باعتباره أحد أهم البدائل الاقتصادية التي تعوّل عليها الدولة من أجل تقليص التبعية للمحروقات وتحقيق تنويع اقتصادي مستدام. وقد بيّنت الدراسة أنّ تطوير هذا القطاع يقتضي إعادة صياغة السياسة الاقتصادية الوطنية وتحيين المنظومة التشريعية بما يسمح باستغلال أمثل للموارد المتاحة، لاسيما عبر إزالة العراقيل الإدارية والقيود القانونية التي طالما أعاقت تدفق الاستثمارات. وفي هذا السياق، شكّلت قاعدة الشراكة الدنيا أحد أبرز القيود التي أسهمت في عزوف العديد من المستثمرين الأجانب عن ولوج السوق الجزائرية في مختلف القطاعات. ومن ثَمّ، فإنّ قرار إلغاء هذه القاعدة يُعتبر من أهم التدابير الحكومية الرامية إلى فتح المجال الاستثماري على مصراعيه أمام رؤوس الأموال الأجنبية، وهو ما يُتوقع أن ينعكس إيجابًا على تطوير وترقية الاستثمار السياحي في الجزائر.. This research aims to shed light on the reality of investment in Algeria, with a particular focus on the tourism sector as one of the main economic alternatives on which the state relies to reduce dependence on hydrocarbons and achieve sustainable economic diversification. The study has shown that developing this sector requires a redefinition of the national economic policy and an update of the legislative framework to ensure the optimal use of available resources, especially through the removal of administrative obstacles and legal restrictions that have long hindered the flow of investments. In this regard, the minimum partnership rule has represented one of the main constraints that discouraged many foreign investors from entering the Algerian market across various sectors. Therefore, the decision to abolish this rule is considered one of the most important governmental measures aimed at opening up the investment field to foreign capital, which is expected to have a positive impact on the development and promotion of tourism investment in Algeria.
